The Elara is a 100% affordable apartment building consisting of 40 units, entitled using the City of Los Angeles’ Transit Oriented Communities (TOC) Density Bonus. The project is one of the first of its kind in this corridor that maximized the allowable density bonuses and provides critically needed quality housing in this neighborhood.
